Request for Bids - Source Capture Exhaust System

Proposals will be received by the North Shore Fire Department (hereinafter “NSFD”) until 2:00 P.M. (CDST) on Friday, December 20, 2019, at the administrative office of the NSFD, 4401 West River Lane, Brown Deer, Wisconsin 53223, at which time the proposals will be reviewed.

Contained in the links below you will find the eight-page proposal document (Guidelines for Vehicle Exhaust System). Please read all items carefully. By initialing “comply”, the vendor affirms compliance with the specification. Any and all exceptions to the specifications must be clearly stated for each heading (use additional pages for exceptions if necessary). The proposal should be marked (NSFD Exhaust System) and addressed to the attention of Battalion Chief Steven Brennan. Proposals that are emailed will be accepted. Questions concerning conditions and specifications should be directed not later than five (5) days before the due date of the proposal to Battalion Chief Steven Brennan at (414) 397-6864 or via email to sbrennan@nsfire.org.

After review of all factors, terms and conditions, including price, the purchasing authority of the North Shore Fire Department reserves the right to reject any and all proposals or any part thereof, or waive defects in same, or accept any proposal deemed to be in the best interest of the North Shore Fire Department.

A Bid Bond or certified check in the amount of five percent (5%) of the bid must accompany each bid.  If the successful bidder fails to execute the contract and furnish payment and performance bonds within fifteen days after award of contract, the check, or bond shall be forfeited to the NSFD as liquidated damages per Section 62.15 (3) Wisconsin Statutes.  Successful Bidder will be required to have Performance Bond/Labor and Material Payment Bond in the amount of 100% of the Contract.  Cost of Performance Bond/Labor and Material Payment Bond shall be included in Bid. The NSFD intends to use its tax-exempt status to procure construction products for the work. The successful vendor will be required to cooperate and facilitate this process as part of the contract obligation. The Bid, Payment and Performance Bonds shall be placed with a bonding company with a Best’s Insurance Reports rating of no less than A and a Financial Size Category of no less than Class V.

All Contractor(s) and Subcontractor(s) are required to furnish a Certificate of Insurance in accordance with the insurance requirements provided by the Department. All Contractor(s) and Subcontractor(s) must ensure that all employees and applicants for employment are not discriminated against because of age, race, religion, color, handicap, sex, physical condition, or developmental disability as defined in s. 51.01(5), Wis. Stats., or national origin.

Proposals and pricing information received will become the property of the NSFD and shall be used as the NSFD sees fit. All information contained in the proposals will remain confidential until after the award and signing of the contract.

No proposal may be withdrawn within a period of sixty (60) days after the date set for the review of proposals.

All work is to be completed by July 31, 2020 of execution of the contract unless the Contractor and NSFD jointly agree to an alternative time frame.
